Is a Pendulum a Perpetual Motion Machine?

About a year ago I went to the Griffith Observatory and they had a huge pendulum. I was thinking, it seems to be connected to earth's rotation or something i'm not sure of. Would this be considered a Perpetual Motion Machine?
