Can I purchase ferry tickets to the Statue of Liberty and Ellis Island when I arrive?

I see that advance tickets can be purchased. I already know I can't go into the Statue of Liberty's head, and I'm okay with that. I just want to know if I can go to the ferry terminal and visit the island and the Ellis Island Museum without advance tickets?
