Is it true that people can spend more time in prison for drugs than or murder?

One of my good friends is facing some harsh time in prison for selling heroin. Cigarettes and alcohol kill a lot more people than heroin. I'm not saying heroin should be legal but how could this be penalized more than or murder? Is our judicial system really that messed up? What's going on here?
